Roof Repair vs. Full Replacement After the Aug 19 Monsoon Storm: A Real Decision Guide for East Valley Homeowners

The Aug 19 storm hit the East Valley hard. Most people knew something happened because they woke up to trees down and debris across the yard. What they didn't know, and couldn't know from the driveway, was what happened to their roof.

Here's the honest version: a lot of that damage is invisible until it isn't. A displaced hip tile, lifted flashing, granule-stripped shingles on the south slope. The storm is over but the consequences are still playing out. And the first real question isn't how bad it is. It's whether you're fixing something or replacing something.

This is how we think through that decision with homeowners in Gilbert and Chandler every time a storm like this moves through.

Did the Aug 19 Storm Actually Hit Your Roof? Here's How to Tell

The NWS confirmed widespread straight-line wind gusts ranging mainly between 55 and 65 mph across the Phoenix area. Both Falcon Field and Mesa Gateway airports in the East Valley recorded a peak gust of 63 mph. Parts of Mesa recorded over an inch of rainfall in 24 hours. That wind hit before the rain did. Which means if your roof had any weak spots, aging sealant, UV-brittle shingles, loose hip tiles, the wind found them first.

You don't need to get on the roof to do an initial check. Walk the full perimeter of your house with binoculars if you have them. Look for ridge and hip tiles that have shifted, even slightly. A tile that's moved an inch can still look fine from below but is no longer sealing the way it should. Look for missing shingles, or patches of exposed black underlayment. Check the gutters for granule accumulation. Shingles shed granules when they get lifted and settled repeatedly by high wind, even if they stay in place.

Then look at the stuff nearby. Dented AC condenser fins, damaged window screens, beat-up fence sections. Those surface impacts document that a real wind event hit your specific property. Your insurance adjuster will want that corroboration later.

Then go inside. Check the attic. You're looking for light through the deck, wet insulation, or fresh water staining on the framing. August heat in Gilbert means any moisture that gets in has exactly the conditions it needs to become a mold problem. Thirty minutes now versus thousands in remediation later.

Repair vs. Replace: The Real Decision After Monsoon Damage

Here's how we actually talk through this with homeowners. It's not a formula, but it's close.

Repair is the right call when your roof is under 10 years old and the damage is concentrated in one section. You're missing a few ridge caps. There are a handful of displaced tiles or a small area of lifted shingles. The repair cost sits below your insurance deductible. It's sometimes smarter to pay out of pocket on a $400 fix than to file a claim and carry that on your record.

Replacement starts making sense when your repair estimate climbs to 40 to 50% of total replacement cost. That's the threshold most roofers and adjusters use, and it holds up in practice. At that point, the math often tilts toward replacement, especially if you have RCV (Replacement Cost Value) coverage, which means your insurer pays to replace the damaged system with new materials. Your out-of-pocket difference between repair and replacement can be smaller than you'd expect once insurance is in the picture.

Age is the other driver. In Phoenix heat, architectural shingles last 20 to 25 years. Three-tab shingles run 12 to 18 years. Concrete tile holds 40 to 50 years, but the underlayment under those tiles is a different story. Felt underlayment typically lasts 15 to 20 years in Arizona. Synthetic runs 25 to 35 years. If your underlayment is at the end of its life, there's no repair that changes that. The tile looked fine. But the tile isn't the roof.

What 63 MPH Gusts Actually Do to East Valley Roofs

Straight-line winds hit the whole roof from one direction. That's different from a microburst, which drops and fans out in a radial pattern. The Aug 19 event was a straight-line outflow boundary. It pushed across the East Valley from the east, which means west- and northwest-facing slopes took the most uplift pressure.

Standard 3-tab asphalt shingles are rated to about 60 to 70 mph. That sounds like it clears the threshold for a 63 mph gust. But the rating assumes a properly installed, well-bonded shingle in good condition. An older 3-tab that's been sitting in Arizona UV for 15 years has lost much of its sealant strip adhesion. Those shingles were at their limit, or past it, when the storm hit.

Architectural shingles hold up better. Rated to 110 mph or more when installed correctly. But even architectural shingles in Gilbert lose their sealant edge over time.

Tile roofs: the tiles themselves stayed put for most people. Concrete tile is heavy. What moves is the mortar on the hip and ridge tiles. Those pieces aren't mechanically fastened the same way field tiles are. After a 60+ mph event, the ridge line is the first thing we check on a tile roof. A single displaced hip tile can route water under the adjacent field tiles. You won't see it from the driveway. You'll see it on your ceiling in October when the next storm comes through.

Flashing is the other thing. Sealant around chimney bases, vent pipes, and skylights degrades in 5 to 7 years of Arizona UV. If that flashing was already overdue, this storm may have finished the job.

How to Document Storm Damage for Your Insurance Claim (Do This First)

Before you touch anything, photograph everything.

Walk the full perimeter. Get shots of the roofline from every angle. Ground level works fine. Capture displaced tiles, missing shingles, debris on the roof surface, and anything in the gutters. Then photograph the adjacent surfaces: the AC unit, window screens, fences. Dents or impact marks there tell the adjuster the storm was real at your specific address.

Go inside. Photograph any ceiling staining, wet attic insulation, drip points. Timestamped phone photos are fine. The timestamps establish a timeline between the August 19 event and any water intrusion you find. That sequence matters.

Write down when you first noticed anything. What you did about it. If you put up a tarp, document the damage before you tarp, not after.

On filing: call your insurer to give prompt notice as soon as possible. Most policies have a notice requirement, and waiting weeks gives the carrier grounds to question whether the damage was storm-related or pre-existing. You don't have to have all the answers when you call. You're just establishing that you knew about the damage and reported it promptly.

Know what coverage you have before you file. RCV (Replacement Cost Value) policies, which most Arizona homeowners carry, pay to replace damaged materials with new equivalent materials, minus your deductible. The catch is that RCV typically pays in two stages. The first check covers the actual cash value. The second check (the recoverable depreciation) releases only after the repair or replacement is documented and complete. Don't spend the first check assuming the second is on the way.

ACV (Actual Cash Value) policies pay the depreciated value of what was damaged. On a 15-year-old tile roof, that depreciation haircut can be significant.

One more thing: Arizona law prohibits insurers from applying hurricane deductibles to monsoon damage. Your standard deductible applies.

The 50% Rule: When Repair Stops Making Sense

The shorthand most contractors and adjusters use: if the repair estimate hits 40 to 50% of total replacement cost, replacement is worth a serious conversation.

There's a practical reason beyond the math. Matching materials is hard. Concrete tiles from different manufacturing runs don't color-match perfectly. Architectural shingles weather unevenly. A big patch on a tile roof that's 12 years old is going to look like a big patch. When that house goes to sell, a home inspector will call it out.

The age-adjusted version: a 5-year-old shingle roof with damage on one slope is a clear repair candidate. A 20-year-old shingle roof with distributed damage, meaning wind stress visible across multiple slopes, is being repaired into a failing system. You might be spending $3,000 to delay a $15,000 replacement by two years.

Trusting the driveway view.

Filing before you have documentation.

Call your insurer to give notice promptly. But don't file a formal claim before you have an inspection report from a licensed contractor and your own timestamped photos. Adjusters move fast. You want your roofer there when the adjuster is on the roof.

Signing with the first person who knocks.

Storm chasers work the East Valley hard after events like August 19. Verify the AZ ROC license before you sign anything. Look them up on the Arizona ROC website (it takes two minutes). And know this: any contractor who offers to waive or absorb your insurance deductible is committing insurance fraud under Arizona law (A.R.S. section 20-1115). Get outside and photograph the roofline from every angle. Walk the full perimeter, not just the street side.

Check the attic. Look for light through the deck, wet insulation, and fresh staining on the framing.

If there's active leaking or obviously exposed deck: place a tarp, but document the damage before you cover it.

Call your insurance company to give prompt notice. You don't need a full damage scope to make that call.

Get a licensed local contractor out for an inspection before the adjuster comes. Have the contractor there when the adjuster walks the roof. The difference between having a roofer present and not present during an adjuster walkthrough is often the difference between a full scope and a partial scope.
